In a letter published on 13 April ahead of the G20 meeting, FSB Chair Andrew Bailey warns about financial risks arising from the Middle East conflict. The assessment connects the shock with leverage, liquidity mismatches and valuations, including exposures in sovereign bonds, private credit and foreign-exchange derivatives.
It is a system-wide risk assessment, not a forecast that a named financial institution will fail.
When a price change requires cash
A fall in an asset’s price and an immediate cash obligation are separate events. Borrowing arrangements or derivatives can connect them through collateral and margin requirements. An institution may need cash quickly even if it believes the asset retains long-term value.
Selling other assets to raise cash can transmit pressure elsewhere. This is why liquidity analysis considers timing and funding access, not only eventual asset value.
The operational connection
A business with regular outgoing payments and slower access to its available resources can face a timing mismatch. Payroll, supplier payments and customer refunds do not automatically move with market conditions.
An operating review can check when funds become usable, how settlement arrangements work and whether a backup payment process exists. The FSB discussion does not prescribe the same funding structure for every merchant, or establish a case for buying or selling any asset.
Use the warning to test assumptions
Useful questions include whether a delayed receipt would interrupt scheduled payments and who can resolve a problem if the usual contact channel fails. Those questions connect the warning to business continuity.
Keep the assessment’s date visible. Market developments and policy responses can change the circumstances after publication.
