European discussion of digital dollarisation asks whether dollar stablecoins could reinforce the dollar’s role in payments and liquidity holdings. This article reviews policy research from late 2025 and early 2026, rather than announcing a new EU rule.
How payment convenience may shape currency use
Barry Eichengreen’s Intereconomics commentary argues that easier payments can encourage firms to invoice and hold working capital in the same currency. This describes a possible network effect, not evidence of completed large-scale currency substitution in Europe.
No single solution
Researchers discuss regulation, euro stablecoins, instant-payment links and CBDCs. Each depends on adoption, liquidity and interoperability. IAI also argues that the measures do not yet amount to a complete strategy.
Keep three layers separate
Distinguish the currency unit, payment network and service provider. The same currency can move through different networks, and similar token technology can give holders different rights. That distinction makes the debate easier to assess.
Network effects have practical limits
An instrument with more users can become easier for counterparties to accept, encouraging further use. But merchant decisions also involve costs, accounting, accounts and supplier payments. Rapid technical distribution does not necessarily produce an equally rapid change in pricing currency.
A European business could add a dollar payment option for overseas customers while keeping euro accounts and payroll. Contracts, savings and routine payments provide further evidence of any monetary shift; on-chain volume alone does not.
Specify the intended outcome
Instant bank payments, central bank digital money and privately issued stablecoins have different roles and claims. They may compete in some settings and address different needs in others.
Assess a proposal against a specific objective: merchant costs, cross-border access, external dependency or settlement assets. One design need not be equally suited to all of them.
