China’s regulation on non-bank payment institutions took effect on 1 May 2024, establishing a framework for conduct, user protection and risk management.
Identifiable providers
Institutions within its scope require payment business authorisation and must follow operational requirements.
Editorial perspective
The interface, technical integrator and institution processing payments may be different entities. Identifying them helps merchants understand the service chain.
Map the service responsibilities
A software company may supply checkout while a payment institution processes the transaction and a bank provides account services. Identify the contracting entities and who handles failures, refunds and disputes. A multi-provider arrangement can work well when responsibilities are clear. Compare the brand on screen with the entities named in the contract and records.
A displayed balance needs a defined claim
A payment-account balance, bank balance and merchant prepayment can look similar on screen while representing different relationships. Identify the product and underlying claim before assessing its rules and withdrawal arrangements.
Merchants also need to know when a platform balance becomes withdrawable, how refunds are funded and how the account is closed when a contract ends. Accessible settlement, fee and exception terms provide a common basis for resolving questions.
The regulation establishes an administrative framework for payment institutions. A technology-service label alone does not determine the substance of an activity. Equally, displaying a payment button does not make every software provider a licensed payment institution. The actual service chain and licensing information matter.
