China’s State Council General Office issued a March 2024 policy on improving payment access, dated 1 March.
Multiple methods
The policy addresses card acceptance, cash, mobile payments and account services, including needs of older adults and overseas visitors.
Editorial perspective
An accessible checkout helps different customers find a usable method and understand the next step. Digital services can coexist with payment choice.
Test whether the customer can actually pay
A visitor may have a foreign card but no local wallet. An older customer may have cash but struggle with small on-screen text. Adding another QR code does not necessarily help either person. Explain available methods before payment and make assistance easy to find. Include recovery from failure in the service review, not only digital-payment adoption.
Connect acceptance with verification and recovery
For a visitor, using an existing card, supplying identity information and understanding the interface are successive steps. Successful card registration does not guarantee payment if the next screen presents an unexplained limit or error. Counting terminals alone misses those barriers.
At a physical location, customers should be able to identify available methods before they finish consuming a service. Visible acceptance information and a clear assistance route reduce surprises. A fallback should avoid unnecessary reordering, queuing or confusion about duplicate debits.
This policy provides the background for later convenience measures. Distinguish equipment installation, staff readiness and a customer’s ability to complete a transaction. The first creates a condition for service; the others establish whether that service works in practice.
