Project Nexus 发布快速支付系统互联蓝图

BIS 于 2024 年 7 月 1 日发布 Project Nexus 蓝图，研究将多个国内快速支付系统连接起来的方法。

少一些重复连接

项目把标准化互联作为核心方向，试图降低各系统加入跨境网络时的复杂度。

跨境速度不仅取决于某个应用，还涉及外汇、合规和不同系统间的协作。蓝图是设计成果，应与各地后续实施进展分别看待。

为什么标准化连接有价值

如果每加入一个国家都重新协商一套技术连接，系统数量增加后，维护和协调工作也会增加。标准化网关尝试让新加入的系统沿用共同连接方式，把重复工程减少下来。

但连接方式统一，不会自动消除各国的外汇、限额和客户识别差异。阅读实施公告时，除了“加入网络”，还要看哪些机构、币种与交易类型真正可以使用。

互联如何减少双边重复工作

可以设想三个国内快速支付系统彼此连接：每一对都单独制定接入约定，新增第四个系统时，就会增加多组技术和运营协商。共同的连接安排尝试让参与方围绕可复用规则工作，但各系统内部仍然保留自己的职责。

这样的网络还需要处理本币与外币之间的转换，以及付款信息如何在不同地址标识中找到正确收款人。国内系统已经支持实时付款，不代表跨境步骤自然消失。尤其在交易失败时，各方需要能够确认款项是否已经转移、是否应退回，以及由谁向客户解释。

把蓝图与开放服务分开追踪

蓝图可以证明设计已经具体到可供讨论和实施的程度，却不能证明任何一条走廊已经向所有用户开放。后续报道应写出实际参与机构、上线地区、可用用途与正式启用日期。用户最终感受到的费用和到账时间，才是互联是否改善服务的另一组证据。

Editorial perspective

Payment speed depends on foreign exchange, compliance and coordination across systems, not just one app. A blueprint should be distinguished from subsequent implementation in each market.

Why a common connection helps

Building a separate integration for every new country multiplies maintenance and coordination. A common gateway aims to reuse the connection approach. It cannot by itself remove differences in foreign exchange, limits or customer checks. When reading an implementation announcement, look for the institutions, currencies and transaction types actually available.

Reducing repeated bilateral work

Consider several domestic instant-payment systems negotiating a separate connection for every pair. Adding another system creates further technical and operational agreements. A common arrangement aims to make those connections reusable while domestic systems retain their responsibilities.

Currency conversion and recipient identification remain necessary. Domestic instant processing does not remove the cross-border steps, especially the need to identify who handles a failed transfer or return.

Follow actual availability

A blueprint makes a design concrete enough for implementation discussions. It does not establish universal access to a corridor. Later reports should identify participating institutions, locations, eligible uses and actual start dates. End-user fees and time to usable funds provide separate evidence of whether connectivity improves the service.
