On 8 May 2026, ECB President Christine Lagarde discussed stablecoin policy after the US GENIUS Act.
Separate functions
The speech distinguishes cross-border monetary use from programmable settlement technology. Technological benefits alone do not determine which settlement asset to use.
Settlement choices
It considers redemption risks, fragmentation and public infrastructure anchored in central bank money, alongside instruments such as tokenised deposits.
Reading the evidence
These are policy views. Total on-chain volume should not be treated as merchant payment volume or proof of widespread commercial adoption.
Separate the asset from its processing
Programmability describes how conditions execute; the settlement asset determines what claim changes hands. Ask who issues the asset and who redeems it. If a recipient must convert it into bank money to pay suppliers, that conversion belongs in the time and cost comparison. On-chain confirmation alone leaves part of the business journey unmeasured.
Programmability still depends on trustworthy inputs
Automating a payment condition can reduce coordination work, but the condition may rely on external information such as delivery confirmation. Incorrect inputs or permissions can also transmit an error faster.
An assessment needs to identify who validates that information, how errors are stopped or corrected and how execution connects to legal and accounting records.
Consider the wider monetary network
Fragmentation can leave users with several apparently equivalent balances that have different liquidity and redemption routes. Common technical standards do not equalise issuers’ financial capacity or terms.
This helps explain the comparison between public settlement infrastructure, bank deposits and stablecoins. Evaluate entry, holding, transfer and exit together rather than one transfer step.
