On 27 November 2025, the Council and European Parliament reached a provisional political agreement on payment services reform.
Focus of the agreement
The announcement emphasises fraud prevention, transparency and provider responsibilities in protecting users.
Legislative stages matter
A provisional agreement does not mean every provision already applies. The final text, formal adoption and application dates require separate checking.
Design a complete protection journey
A warning needs to be understandable as well as technically accurate. A generic risk alert that does not help a user identify the recipient, transaction or support route may be ignored. Review recipient confirmation, warning messages and dispute feedback together. That is a design consideration; specific legal obligations depend on the final applicable text.
Authorisation and understanding can diverge
A person clicking confirm does not establish that they correctly understood the recipient or purpose. Impersonation, manipulation and unauthorised activity are distinct situations. Responsibility depends on the facts and applicable law, not the presence of one button press.
A useful warning identifies what to check: recipient, amount or origin of a request. Repeated abstract risk messages can become background noise. Assistance should provide an actionable route without asking customers to disclose sensitive credentials.
Preserve evidence for disputes
Timestamps, references, displayed recipient information and support contacts help establish a traceable record. Acknowledgement and understandable progress also matter after a complaint.
These service observations do not substitute for reviewing liability provisions and exceptions in the final applicable legal text.
